About Us
Origin of License to Freedom
License to Freedom was founded in 2002 as a grassroots initiative to help refugee women gain independence by teaching them how to drive. What began as a small effort to provide driver’s education quickly grew into a trusted community resource, and over the past two decades, License to Freedom has become one of San Diego County’s leading ethnic community-based organizations. Today, the organization offers a comprehensive range of trauma-informed services, including domestic violence advocacy, mental health counseling, crisis response, education, and case management.
The vision for License to Freedom was shaped by its founder, Dilkhwaz Ahmed, a refugee herself who arrived in the United States with limited English skills and no support network. Drawing from her own journey, she recognized the urgent need for culturally responsive, survivor-centered services for refugee and immigrant women. With deep compassion and cultural fluency, Dilkhwaz built an organization that meets survivors where they are, personally assisting women in crisis, tailoring services to their unique needs, and helping at least 30 women each year secure safe housing and rebuild their lives.
From its beginnings in driver’s education to its role today as a cornerstone of support for refugee and immigrant communities, License to Freedom continues to embody its founding mission: empowering survivors, fostering independence, and creating pathways to safety and healing.

Youth Ambassadors
Our Youth Ambassadors are a dynamic group of young leaders between the ages of 16 and 24 who commit two years to developing their leadership, advocacy, and community engagement skills. In partnership with Somali Bantu Association of America, the Youth Ambassadors in this program serve as a powerful voice for youth in the community, championing youth needs, shaping solutions, and promoting meaningful change. Youth Ambassadors work alongside our team to improve the lives of their peers, elevate youth perspectives in decision-making spaces, and lead initiatives that foster belonging, wellness, and opportunity for all young people.

My name is Hafizullah Hamdard, and I am from Afghanistan. I love sports and regularly play soccer and volleyball, which keeps me active and athletic while also allowing me to stay connected with the Afghan community, mainly young men. I am currently attending college, studying automotive technology and business, with the goal of making a positive difference in the future and eventually opening my own business. I am grateful for this opportunity, and I believe that my strong ties within the Afghan community will allow me to contribute meaningfully to this position. During my free time I watch movies, mainly bollywood movies and sometimes I go to the beach with my friends and swim.
